On Thursday, August 6, the installation of the binder (first) layer of the asphalt pavement was completed on Racine Avenue, National Avenue and the connector road. It is also anticipated that the installation of the asphalt driveways will be taking place within the next several days on the project.

Work is also progressing on the installation of the traffic signals at the intersections of National Avenue and the connector road and at Racine Avenue and the connector road. Installation of the guard rail on the project has also started.

Between August 7 and the August 22 opening of National Avenue, the connector road and Racine Avenue (north of the connector road), the contractor will be working on final installation of the traffic signals, completing all of the remaining landscaping, installing all of the traffic signs, painting the traffic lines on the pavement, and final touch-up work and general clean-up.

While it appears that the roads are ready for traffic, there is still a large amount of work that will be taking place to meet the August 22 opening date for National Avenue, the connector road and Racine Avenue (north of the connector road). For this reason, the roads on the project will remain closed to through traffic until the opening dates for the various phases – August 22 for National Avenue, the connector road and Racine Avenue (north of the connector road) and November 13 for Racine Avenue from IH 43 to the connector road.

What this closure means to residents in the area is the following: If you live to the north of National Avenue and are using Racine Avenue, you may only go to the north to exit the project; conversely, if you live south of National Avenue and are using Racine Avenue, you must exit the project to the south, and at no time may the connector road be used for any travel.

This closure needs to be in place for two reasons; first and foremost is the safety of you, the traveling public, and the individuals involved with the construction of the project as the area is still an active construction site (fines double for traffic violations) and secondly, there is simply not enough room on the IH 43 project to accommodate more than the local traffic that will be exiting the CTH Y project from National Avenue to the south.

As the opening dates of August 22 and November 13 get closer, this Web site will be used to share information on times that the roadway will be reopened to traffic and provide other pertinent information. On Friday, July 31(weather permitting) it will be necessary for the contractor to limit all access to and from Mill Creek Trail while placement of the first lift of the asphalt pavement is being installed. Prior to the asphalt being installed, an additional four inch layer of loose stone will be placed in the area making vehicle travel through practically impossible.

The access to Racine Avenue at Mill Creek Trail will be closed at approximately 6:00 am on Friday morning and will remain closed throughout the day.   Every effort will be made to reopen the intersection to local traffic by approximately 5:00 pm depending on weather conditions and construction progress.    If weather conditions or construction issues arise it may be necessary for the contractor to keep the intersection closed to traffic for an additional amount of time and that time may extend into Saturday.

Also please be aware that even though the asphalt paving on the project is being installed Racine Avenue, National Avenue and the Connector Road are still closed to all traffic other than local residents and traffic through the project site from north to south or vice versa is not permitted. 

The construction staff on the project also is also asking for your cooperation while you drive through the site as the temptation will be to drive at a faster speed now that the asphalt pavement is in place, please remember that the project is still an active construction site and as such we are still working on the roadway.

During the week of July 27, 2009, it is anticipated that the installation of the asphalt pavement will begin (weather permitting).

Prior to the installation of asphalt paving, the contractor will be installing a four-inch layer of stone. This stone is used to provide support and, more importantly, drainage for the asphalt paving. Because this layer’s main purpose is to provide drainage, it is a clear stone and does not have the amount of fine particles that the first layer of material placed on the road had. For this reason, this material is extremely difficult to drive on as the stones will move under the weight of a car. Please do not drive through this material as it is very probable that you will get stuck. Driving through the material will also slow down the completion of the project as the material will move under the weight of a vehicle and it will be necessary for the contractor to regrade the stone.

The contractor will be placing this material on the proposed northbound lane of CTH Y starting at Julies Heil Drive and proceeding north. In the area where there are homes from Terrace Drive to  Highland Drive, the contractor will be placing the four-inch layer of stone across the entire width of the planned roadway and then grading a 12-foot wide traffic lane for access on the east side of the roadway. While we understand that this is an inconvenience, this area of the project will be the first area paved starting next week and the contractor needs to have an area prepared prior to the paving contractor beginning work on Tuesday, July 28 (weather permitting).

When the paving contractor does start work on Tuesday morning (weather permitting), we are asking all residents of the subdivisions on Highland Drive, Vista Drive and Terrace Drive to use Highland Drive as their exit point in the morning and until the paving is completed at the intersection of Racine Avenue and Terrace Drive. This work should be completed by mid-day (weather permitting). In the afternoon we are asking that you use Terrace Drive for access as the contractor should be in or near the intersection of Racine Avenue and Highland Drive.    

Residents of the project area should be extremely cautious while entering and exiting the work zone as it will be necessary to shift traffic patterns during the 7 to 10 working days that the paving will take to allow access for the residents and to allow the contractor to complete the paving of Racine Avenue.

When the contractor gets to the intersection of Racine Avenue and Mill Creek Trail, it will also be necessary to restrict access through the intersection for several hours. At this time, however, it is not known what day that restriction will need to occur. Every effort will be made to put that information on this site the day prior to the restriction.

On Thursday, July 2, the deck on the National Avenue bridge was poured as work on the project continues to move forward. Weather permitting, the bridge contractor anticipates that during the week of July 6, they will be able to begin forming and pouring the parapet walls (side walls) on the bridge. This work should be completed (weather permitting) within the next two weeks.

Edgerton Contractors has completed all of the preliminary grading work on Racine Avenue from the south project limits to the intersection of Racine Avenue and Mill Creek Trail. By completing this work, the contractor has also been able to place the crushed asphalt that was stockpiled to the north of Mill Creek Trail. While it appears that the roadway is now drivable, please remember that Racine Avenue is closed to through traffic as the area is still an active construction site.

During the week of July 6, the contractor anticipates that they will begin the grading on the last portion of Racine Avenue, the area from Mill Creek Trail to the north. While the contractor will be making every effort to maintain access through the Rogers Glen subdivision and Racine Avenue, please understand that construction has now reached the point where the time remaining to complete Stage 1 (National Avenue Bridge, Racine Avenue north of the Connector Road and the Connector) is critical. While access will be maintained, please be aware that there will be delays for those of you who choose to travel through the construction site as the contractor moves forward to meet the completion date of August 22 for the Stage 1 work.

Within the next week to 10 days, it is anticipated that the contractor will begin working on the installation of the concrete curb and gutter on the project. This work is anticipated to take approximately three weeks (weather permitting). Once the concrete curb and gutter has been installed, the contractor will begin placement of the final lift of stone before the asphalt roadway surface is placed.

Once the work is completed on National Avenue, the Connector Road and Racine Avenue to the north of the Connector Road, the emphasis will be placed on completing the work from the Connector Road to the south by the completion date of November 13.

Progress on the site has been evident over the last week and a half.

On June 9 and 10 the girders on the bridge over Racine Avenue were installed and you can now see how the new intersection will look. The bridge contractor is in the process of installing the form work for the installation of the bridge deck (the driving surface of the bridge) and they anticipated that the bridge deck will be poured approximately July 1 (weather permitting). After the deck is poured the contractor will have an additional four to six weeks of work to complete the bridge.

The majority of the grading work on Racine Avenue has been completed on both the north and southbound lanes and some sections of the new roadway have the stone for the road installed.

The contractor requested a change in the way that work was originally scheduled to allow for the traffic on the southern portion of the project to be moved to the new southbound lane from Highland Drive to I-43 prior to the installation of the asphalt paving. This change was approved in an effort to regain some of the time that has been lost. The change will allow the contractor to do the grading on the north bound lanes of Racine Avenue from the north project limits to Highland Drive.

Currently, those of you using the south portion of the job need to make several turns to get out of the project site. Within the next several days the State project will be progressing to a point in their construction that will allow for the traffic patterns at Julies Heil to be changed to allow for direct north south access from one project to the next.

While the contractor is making good progress, it should be noted that the majority of the storm sewer on the project, the grading work from the south project limits to Highland Drive, the curb and gutter, the asphalt paving and the restoration all need to be completed prior to the road being opened to traffic.

The contractor also completed a majority of their work at the intersection of Mill Creek Trail and Racine Avenue and on Friday June 19 was able to allow local traffic to go through this area.

It should be noted that for anyone who chooses to use Mill Creek Trail instead of the detour route or alternate routes on City streets, the contractor will be focusing his attention to the roadwork on the northern portion of the project and the delays in this area will increase with the increase in construction activities.

On Tuesday, June 9, through Tuesday, June 16, it will be necessary for the contractor to restrict access on Racine Avenue from Lawnsdale to the south to the following: 

  • Emergency vehicles
  • School bus service
  • Individuals who live on Racine Avenue from Lawnsdale to Mill Creek Trail
  • Individuals  who live on Hickory Trail
  • Individuals who live in the subdivision that abuts Pinewood Drive
  • Members of Living Word Church

Resident who live in the Rogers Glen subdivision and those individuals who have been using Mill Creek Trail in the Rogers Glen subdivision to gain access to Racine Avenue will need to follow the posted detour or use alternate routes on city streets. 

We apologize for this inconvenience, but in order for the contractor to maintain his schedule for the August 23 reopening of National Avenue, Racine Avenue north of the Connector Road, and the Connector Road, this closing is necessary.

Despite the recent stretch of wet weather, work on the project continues to move forward.

As of Friday, May 29, the work on the support structures for the National Avenue Bridge is almost complete. The contractor has completed work on both the east and west abutments to the bridge and has completed the installation of the center columns. Early in the week of June 1 the contractor will be completing all of the work on the support structures and is anticipating that during the week of June 8 (weather permitting) they will be able to have the bridge girders that support the actual roadway of the bridge delivered and installed.

While the wet weather has slowed the progress of the grading work on the project, excavation of the section of Racine Avenue that will be going under the new bridge has been completed and is now at the new elevation of the roadway.

During the last week, the contractor has also started work on the southbound lanes of Racine Avenue from Highland Drive to the south and is working on completing the grading of the new Connector Road. While this work has been occurring, one lane of traffic in both the north and southbound directions has been maintained from the Interstate to Highland Drive through both this project and the State project at the Interstate. Work on the portion of Racine Avenue from National Avenue to Mill Creek Trail has also been progressing. The new outline of Racine Avenue with four lanes of traffic and a median island is beginning to take shape. During the week of June 1 (weather permitting) the contractor is anticipating that they will be able to complete most of the preliminary grading of the southbound lanes of Racine Avenue from Highland Drive to the south project limits. In addition, the majority of both the northbound and southbound lanes of traffic will be completed from Highland Drive to Mill Creek Trail.

Upon completion of this work, it will be necessary for the contractor to close Racine Avenue at Mill Creek Trail from  June 9 to June 16 to all traffic other than the individuals who live on Racine Avenue and the residents of  Hickory Trail Drive. (Access for emergency service vehicles and school buses will be maintained.) All other traffic, including the residents of the Rogers Glen subdivision will need to utilize the posted detour or City streets in the area during this time. This closure is necessary to complete all of the grading and storm sewer work in this area. Once the roadway work has been completed, the contractor will allow access to Racine Avenue from Mill Creek Trail; however, at that time work will be progressing with the recycling of the salvaged asphalt and it is anticipated that there will be delays for individuals using Racine Avenue from Mill Creek Trail to Lawnsdale Road.

We apologize for this inconvenience but this closure and the subsequent delays are necessary to continue with the completion of the project.

Work continues to move forward on the project. 

Edgerton Contractors began the construction of the Connector Road from National Avenue to Racine Avenue during the week of May 4.   The Connector Road will be used by the contractor to aid in the construction of the bridge on National Ave.    The area of the Connector Road should not be used as a walking path or potential roadway from National Ave. to Racine Ave. until all work is completed and the roadway is opened in late August.

Work on the southern portion of Racine Avenue started on May 12th with the removal of the existing asphalt in the proposed new southbound traffic lanes.    Two eleven foot lanes of traffic will be maintained from Highland Drive to the south to allow access for the resident of this area.   It should also be noted that work on the D.O.T. project at the intersection of I.H.43 and CTH Y started on Monday May 11, for additional information on this work you please visit that projects web site at www.dot.wisconsin.gov/projects/i43countyy/index.htm...

Work to install additional gravel on the east shoulder of Racine Ave. from Mill Creek Trail to the project limits approximately 1200 feet to the north has also been completed.  This work will  provide a more clearly defined two lanes of traffic for the local traffic that is using Racine Ave. to exit the project limits to the north.  Please be advised that this area is an active construction site; therefore if you need to use this route exercise extra caution as there will be numerous activities occurring in the area on any given day.  There may also be delays to the traveling public, while every effort will be made to minimize these delays they will occur.  There will also be times when it will be necessary to restrict access through the work zone to only those individuals who live on Racine Avenue and Hickory Trail, when that becomes necessary this website will be used to provide notification.

During the week of May 18th the contractor plans to complete work on the following items (weather permitting).  On Monday May 18, the grading contractor will begin work on the new southbound lanes of Racine Ave from W. Julius Heil Drive to the north;   grading on  the section of Racine Avenue that passed under the bridge on National Ave should be completed during the week and the bridge contractor will continue working on the east abutment  for the National Avenue bridge.
