Traffic Signal Design Provides Emergency Vehicle Preemption and Traffic Mitigation for Zoo Interchange Project

R.A. Smith National – a multi-disciplined civil engineering and surveying firm – Brookfield, Wis., is providing traffic signal design services for emergency vehicle preemption and traffic mitigation purposes at the intersection of 84th Street and National Avenue in the City of West Allis.  The improvements will help accommodate additional detour and emergency vehicle traffic expected at the intersection as a result of the Greenfield Avenue/I-894 bridge reconstruction currently underway as part of the Zoo Interchange project.  Emergency vehicle preemption gives emergency vehicles priority while traveling through a signalized intersection, temporarily interrupting normal traffic signal operation to enhance safety and decrease response times. The City will also be installing new crosswalks and adding new pedestrian signal heads to accommodate crossing the existing free-flow right-turn lanes from 84th Street to National Avenue.


The City anticipates the improvements will take place in spring/summer 2013.R.A. Smith National’s traffic engineers will study the use of video detection cameras as part of the overall project. Video detection provides non-invasive technology that improves overall intersection efficiency by adjusting traffic signal timings to meet fluctuating traffic demands.
