The proposed parking lot for this project was to be located over a coal ash landfill. The design of the lot featured balanced earthwork, thus eliminating the need for off-site disposal. Approximately 10,000 tons of coal fly-ash were graded within the site, and Class C fly-ash was imported and blended with the onsite contaminant to provide the paving base course.
