At Mateo Development Traffic Study, Los Angeles, California
R.A. Smith National prepared a traffic impact study for the At Mateo development, a 170,000 SF retail and office development in the Palmetto Arts District in the City of Los Angeles. This urban in-fill development site located just east of downtown was previously used for light industrial and warehousing facilities.
The traffic study analyzed signalized intersections within a one-mile radius of the project site. Traffic volumes from 11 future off-site developments proposed in the area were summarized and included in the analysis. With frequent transit service available, including Bus Rapid Transit (BRT) and light rail lines, transit usage to the site was evaluated. City of Los Angeles Department of Transportation (LADOT) traffic study requirements specified the need to conduct a Congestion Management Program (CMP) analysis. This included a review of key regional intersections and a Caltrans freeway screening analysis of nearby freeway segments.
The traffic impact study served as a starting point for the overall site design and adjacent roadway improvements. The study was submitted and approved by the City as part of the permitting process.
