Allen Creek and North Union Street Redevelopment Area Plan

This project included a market and real estate analysis, economic development strategy, and design standards for infill and redevelopment sites on a commercial corridor extending from the downtown business district to the edge of the city. Larger communities nearby severely impact the city’s ability to attract new retail and service businesses. The plan responds to this by recommending small lots and buildings of no more than 5,000 to 10,000 square feet. These are appropriately sized for the targeted business uses, and will help to maintain a small-town feel. Road access is provided from the corridor into future residential development bordering it.
Design standards are established for downtown, transitional, and highway commercial zones. Each of these varies in its treatment of pedestrian and vehicle access, along with setbacks, frontage requirements, and bulk standards. In the downtown area, parking is provided on a reconfigured street network with angled parking, and buildings are set close to the street. The transitional zone is still pedestrian oriented, but relaxes frontage requirements to allow parking at the side and rear of buildings. The highway zone has increased setbacks and is the most accommodating zone for vehicles, allowing uses such as gas stations and facilities with drive-up service.
